U Mobile and ZTE planned AI-enhanced 5G-A campuses for East Malaysia
The agreement named AI, network slicing and industrial pilot sites, but it did not announce a selected location, customer, budget, deployment date or measured result.

An MoU proposed AI-enhanced networks and industrial-campus pilots for East Malaysia
U Mobile and ZTE signed a memorandum of understanding in Kuala Lumpur on 24 September 2025 to explore two connected infrastructure programmes for East Malaysia. One was a set of AI-enhanced 5G-Advanced network solutions tailored to industry needs. The other was a framework for intelligent industrial campuses combining 5G-A connectivity, artificial intelligence and network slicing.[1]
The companies said the network work would respond to varied geographic and environmental conditions across the region, while the campus programme would begin by identifying pilot locations to trial and verify the proposed solutions. Their stated ambition was to turn successful pilots into repeatable models for other industries in East Malaysia.[1]
That sequence is important. The official release described a signed collaboration and intended technical direction, not an operating campus. It did not identify the first location, participating company, industry workflow, deployment budget or performance baseline. Readers should therefore treat the announcement as groundwork for future pilots rather than proof that industrial productivity, coverage or service quality had already improved.[1]

The agreement created two workstreams, not one finished product
The network workstream focused on AI-enhanced 5G-A technologies for industry-specific requirements. U Mobile said it would use ZTE technology to address different geographic and environmental conditions while aiming for stable coverage, reliability and service quality. ZTE named native AI-based station connectivity and a smart-antenna algorithm among the technologies it expected to bring into the collaboration.[1]
The campus workstream was broader. The parties planned to combine AI and network slicing with 5G-A connectivity inside an industrial-campus framework. Network slicing can reserve or differentiate network resources for particular operational needs, but the announcement did not publish the proposed architecture, security model, device inventory or service-level targets. Those details would determine whether the framework was useful for a real plant, port, estate or logistics operation.[1]

Pilot locations and success measures were still missing
U Mobile and ZTE said they would jointly identify pilot locations in East Malaysia to trial and verify the solutions. The wording places the project before site selection and field validation. No state, city, industrial customer or economic sector was named, and the release gave no starting date or target number of campuses. It also did not say which party would fund equipment, integration, maintenance or training.[1]
A useful pilot would need a narrow operating problem and a measurable baseline. Coverage and latency might matter for connected machinery; reliability and recovery time could matter for safety-critical operations; energy use, downtime or inspection speed might matter for business value. Without a named workflow and acceptance criteria, phrases such as smarter operations and enhanced efficiency remain goals rather than results.[1]

Earlier 5G-A work shows context, but not proof of the 2025 campus plan
U Mobile and ZTE had worked together on 5G-Advanced before this MoU. An official ZTE report documented a separate 5G-A live-broadcast deployment for SUKMA 2024 in Sarawak, while another official page recorded an earlier U Mobile-ZTE 5G-A partnership signing. These examples explain why the companies already had a working relationship, but they are separate events and do not prove that the later East Malaysia industrial-campus pilots were launched.[3][4]
The next evidence should be specific: the first pilot site, its operational problem, the AI function being tested, the role of network slicing, the deployment period and the before-and-after result. A later update should also say whether a pilot became a repeatable commercial deployment. Until that evidence exists, the strongest accurate headline is that the companies planned and agreed to test the framework.[1]
Why Malaysia should care
The announcement matters because it connected AI-enhanced mobile infrastructure with industrial operations in East Malaysia, where geography and operating conditions can differ widely. It was still an agreement-stage plan: the companies said pilot locations would be identified later and published no evidence of a completed campus or customer outcome.
East Malaysian industries
The proposal could provide a route to test private or differentiated connectivity with AI-enabled operations, but no eligible site or access process was announced.[1]
Practical move: Define one operational bottleneck and the reliability, latency, safety and cost measures a pilot must meet.
Technology and network teams
The release named network slicing, AI-enhanced connectivity and intelligent campuses without publishing a technical design.[1]
Practical move: Require an architecture, ownership model, security controls and failure-recovery plan before treating the framework as deployable.
Public and economic-development teams
A pilot may support regional digitalisation, but an MoU alone does not establish adoption, jobs, productivity or inclusion.[1]
Practical move: Track participating sites, local capability-building, commercial terms and independently checkable outcomes.
What Malaysians can do now
- Name the first East Malaysia pilot location, industry customer and operational workflow.
- Publish the technical scope and acceptance measures for coverage, reliability, AI performance and network slicing.
- Report whether each pilot reached production and whether the model was replicated elsewhere.
What we still do not know
The announcement stopped before site selection and field results.
- The pilot locations, participating industries, start dates and number of planned industrial campuses.
- The investment, commercial model, equipment ownership, maintenance responsibility and local training plan.
- The measured effects on coverage, reliability, efficiency, safety, downtime or other business outcomes.
