Budget 2027 Proposes Tax Relief for AI Subscriptions Within RM2,500 Lifestyle Cap
Prime Minister Anwar Ibrahim wants AI software subscriptions added to Malaysia's lifestyle tax relief from year of assessment 2027. The cap stays at RM2,500, so AI plans will share one limit with books, phones, computers and internet.

In brief
- Budget 2027, tabled on 9 October, proposes that subscriptions to AI software and applications for self, spouse or child qualify for individual lifestyle tax relief.[1][2]
- The lifestyle relief limit stays at RM2,500. AI subscriptions share it with books, computers, phones, internet and the new pet-care items.[2]
- The change is proposed from year of assessment 2027. The documents do not list qualifying products or say what proof taxpayers will need.[2]
What Budget 2027 proposes
Prime Minister and Finance Minister Anwar Ibrahim tabled the Fifth MADANI Budget in the Dewan Rakyat on Friday, 9 October 2026. In the tax section of his speech, he said lifestyle tax relief will be broadened to include AI software and application subscriptions.[1]
The Finance Ministry's tax measures paper gives the reasoning. It says the change should foster digital literacy and AI adoption to boost productivity and drive innovation. It also fixes the key limit: the lifestyle relief stays at RM2,500.[2]

How the lifestyle relief works today
The lifestyle relief already exists. Since year of assessment 2024, individuals can claim up to RM2,500 for reading materials such as e-books and daily newspapers, personal computers, smartphones, tablets and internet subscriptions. Budget 2027 adds one more category to that existing relief.[2]
The Finance Ministry's wording covers subscription spending on AI software and applications for personal use, by the taxpayer, a spouse or a child. The same proposal adds pet adoption from registered shelters and registered veterinary vaccination, spaying and neutering, all under one RM2,500 limit.[2]

What the RM2,500 cap means for AI users
Because the limit does not rise, the new category creates no extra room by itself. A taxpayer who already claims RM2,500 for a phone, a laptop or home internet gains nothing by adding an AI subscription. The benefit goes to people whose existing claims leave space under the cap.[2]
A relief lowers chargeable income, so its value depends on the claimant's tax rate. The documents publish no estimate of how many people will claim or what the measure will cost the government.[2][1]
Learning support beside the tax relief
The same speech pairs the tax change with direct support. It announces another 100,000 free AI subscriptions for young people, extended to new AI applications such as ChatGPT, after what the Prime Minister called a very encouraging response to the first round.[1]
Separately, the Ministry of Digital said on 8 October that 100,000 Coursera licences are being released in phases from 16 September to MyDigital ID holders. They give three months of free access to more than 16,000 courses, with registration at rakyatdigital.gov.my.[3]
Course fees get their own change. The tax paper folds lifestyle course fees into a reclassified Education and Skills Training Fees relief, with a RM7,000 limit from year of assessment 2027. Courses unrelated to employment for the taxpayer or a spouse are limited to RM2,000 within it.[2]
Why Malaysia should care
Malaysians who pay for AI assistants for study, work or a side business could gain a deduction, but only within the shared RM2,500 cap and only for personal use. The proposal reads as a signal that the government now treats AI subscriptions as an ordinary digital expense, alongside internet and devices.
Workers and freelancers who pay for AI tools
Personal AI subscriptions may become claimable if they fit under the RM2,500 cap.[2]
Practical move: Keep invoices and note which plans are personal rather than paid by an employer.
Parents and students
Subscriptions for a spouse or child are included in the proposal, and free student offers also exist.[2][1][3]
Practical move: Check whether a free offer covers the need before paying for a plan.
Small business owners
The proposal covers personal use. It does not say how business subscriptions are treated.[2]
Practical move: Keep business and personal subscriptions on separate invoices.
What Malaysians can do now
- Add up yearly spending on devices, internet and books to see how much room is left under RM2,500.
- Keep invoices for personal AI subscriptions, because the proof rules are not published yet.
- Watch for the final tax legislation and tax authority guidance before planning a purchase around the relief.
What we still do not know
What we still do not know
- Which AI products, plans and billing methods will qualify.
- What documents taxpayers must keep, and whether plans paid by employers are excluded.
- How many taxpayers are expected to claim and what the measure will cost.
