Anthropic Gives US Governments a 40% Claude Discount in New GSA Agreement
Anthropic says a new agreement with the US General Services Administration gives public bodies 40% off Claude, with no minimum spend. The terms cover US agencies, and GSA's own listing had not caught up on 28 October.

In brief
- Anthropic says a new US General Services Administration agreement gives government buyers 40% off Claude Enterprise, Claude for Government and the Claude API.[1]
- Agencies face no minimum spend. Anthropic estimates $1 billion in savings.[1]
- GSA’s OneGov page still lists the earlier $1 per user offer. Neither page mentions Malaysia.[1][2]
What Anthropic announced
Anthropic has announced a new agreement with the US General Services Administration (GSA). The post, dated 27 October 2026, says government partners get 40% off Claude Enterprise, Claude for Government and the Claude API. The discount extends to state, local, tribal and territorial governments.[1]
The announcement publishes no price list, and agencies pay only for the usage they consume. GSA’s own OneGov IT page, read on 28 October, still showed Anthropic’s earlier $1 per user offer, which expires on 31 October 2026.[1][2]

What Anthropic announced
The agreement sits inside OneGov, the GSA programme that negotiates governmentwide terms with suppliers. Anthropic says agencies can buy at the discount through GSA’s Multiple Award Schedule today. It applies to direct purchases now and to cloud providers “in the coming months”, and it is the first time it covers every product surface.[1][2]
Anthropic also plans an adoption programme for agencies in the coming weeks. It estimates the discounts will save government $1 billion and says agencies face no minimum spend. Anthropic says private-sector customers commonly use such programmes. The post does not show how the $1 billion was calculated.[1]

How agencies already use Claude
Anthropic says about 500 US federal, state and local organisations now use Claude. It reports that weekly Claude for Government users are up about eightfold since February, and that federal civilian usage grew about 20-fold in a year. The post gives no absolute user counts.[1]
Utah is the only government the post names. It gave Claude Code to 34 developers across 10 state agencies. Eighty per cent had a working environment within 30 minutes, and 71% reported saving 20 hours or more in a four-week pilot. A state IT developer, whom the post does not name, moved nearly 900 API methods in two days on a project scoped for a month. These are Anthropic’s reports, not audits.[1]

Security approvals and where the offer stops
Anthropic says Claude for Government became generally available on 30 September at a FedRAMP High level. Claude is also FedRAMP High authorised on Amazon Bedrock and Google Cloud’s Vertex AI, it says. Claude Enterprise is still in process for FedRAMP Moderate through the FedRAMP 20x programme.[1]
On 28 October GSA’s OneGov IT page still described Anthropic’s offer as $1 per user, expiring on 31 October 2026, for federal agencies only. GSA announced that deal on 12 August 2025. The entry does not mention the 40% terms, and we cannot tell whether the old offer will end or be replaced.[2][3]
Why Malaysia should care
The deal applies to US public bodies through a US purchasing schedule, so Malaysian agencies cannot use it. Neither Anthropic nor GSA mentions Malaysia. The useful signal is the pricing model: a percentage discount, no minimum spend and payment for usage. Malaysian ministries can use it as a reference when they ask suppliers for terms. No Malaysian price follows from it.
Malaysian ministries and agency digital units
They cannot use the US schedule, but can ask suppliers for similar usage-based terms.[1]
Practical move: Get usage-based pricing and data-residency terms in writing before any pilot.
Malaysian software firms that sell to government
Cheaper model use for public buyers may pressure vendors’ quoted prices. That is our inference.[1]
Practical move: List model costs as a separate quote line.
What Malaysians can do now
- Ask any AI supplier for a written, usage-based price with no minimum commitment.
- Ask your cloud provider whether Claude is offered in your region, and on what terms.
- Treat the customer results as vendor claims and run a small measured pilot before budgeting.
What we still do not know
Several terms are still open.
- When the discount reaches Amazon Bedrock and Google Cloud’s Vertex AI, and at what prices.
- Whether GSA will replace its $1 per user listing, which expires on 31 October 2026.
- How Anthropic calculated the $1 billion estimate, and which base prices the 40% applies to.
